Technical Program Manager - Regulatory Compliance
Are you ready to lead complex technical programs that drive innovation across a dynamic enterprise? As a Technical Program Manager at Spectrum, you will manage all aspects of the Network Technology Services Regulatory Compliance Program – a highly complex, enterprise-wide, multi discipline technical program consisting of multiple projects that ensure organizational adherence to FCC, State, and other regulations and reporting requirements. You will ensure seamless integration and alignment with evolving business needs. You will leverage your extensive technical expertise and project management skills to deliver impactful solutions, enhance operational efficiency and support Spectrum’s continued growth. Technical projects may include network, security governance/compliance, server or software implementation and upgrades or other projects similar in nature that support compliance operations.
How You'll Make An Impact
- Leverage a blend of extensive technical and project management experience, regulatory/compliance knowledge, and the ability to communicate effectively across virtual and in-person teams.
- Lead the planning, execution, and tracking of the Network Technology Services Regulatory Compliance Program, ensuring adherence to FCC rules, reporting obligations, and organizational policies and best practices.
- Develop strategic program plans and supporting business cases by applying your expertise in technical domains.
- Collaborate with cross-functional teams within Network Technology Services as well as teams across the enterprise including Legal, Government Affairs, and Spectrum Business.
- Develop and maintain metrics, dashboards, and reporting tools to monitor compliance program performance and progress.
- Integrate a variety of technical projects and adjust project scope, schedules and budgets to meet business priorities.
- Interpret business challenges and recommend best practices to improve processes and reduce inefficiencies.
- Mentor project managers and leaders, guiding them in project management processes and continuous improvement.
- Create and execute project management methodologies to deliver projects on time, within budget, and exceeding quality standards and customer expectations.
- Direct work assignments, review project plans, communicate resource needs, conduct quality reviews, and resolve issues.
- Communicate program strategies, direction and updates to leadership and stakeholders.
- Deliver all projects within the contained in the program portfolio on time, within budget and meeting the strategic and business requirements.
- Track key project milestones and recommend necessary adjustments to Project Managers and key stakeholders for successful outcomes.
- Effectively lead virtual meetings and project calls with participants across multiple timezones, ensuring clear communication, alignment on objectives, and timely follow-up on action items.
- Partner with senior leadership to identify and prioritize opportunities that advance enterprise goals.
- Manage all aspects of technical design, development and implementation ensuring seamless execution.

What You'll Bring to Spectrum
Required Qualifications
Experience
- Eight (8)+ years Technical Project Management experience.
- Eight (8)+ years IT or Engineering work experience.
Education
- Bachelor's degree in computer science, information systems or related field, or equivalent experience.
Skills and Abilities
- Ability to read, write, speak and understand English, and communicate orally and in writing in a clear and straightforward manner.
- Advanced knowledge of full life-cycle product development (i.e. product engineering, deployment and integration).
- Strong understanding of Spectrum’s technical capabilities and continuous advancements in product development.
- Ability to work independently with no supervision and guidance and exercise sound judgement and initiative.
- Effective prioritization, organization and presentation skills; able to document, prepare, and deliver data-driven presentations.
- Ability to define, analyze and interpret key performance metrics and complex data.
- Ability to show judgement and initiative to accomplish job duties.
- Ability to communicate with all levels of management and company personnel; influence internal and external stakeholders and build consensus.
- Ability to make decisions and solve complex problems by taking broad perspective to identify solutions.
- Ability to develop strong working relationships with peers and project members.
- Ability to oversee and manage large, complex, and strategic multi discipline technical projects that impact the organization as a whole.
- Ability in implementing technical program and project plans and monitor progress, resource usage, and quality
- Advanced understanding and ability to manage complex technical program and project budgets.
- Advanced knowledge in conducting risk assessments and developing plans for eliminating or mitigating the risks identified.
Shift Requirements
- Monday - Friday, 8:00 am - 5:00 pm
Preferred Qualifications
Education
- Project Management certification or successful completion of a recognized project management curriculum.

The base pay for this position generally is between $100,600.00 and $196,400.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
