SPECTRUM’S FIELD OPERATIONS BUSINESS UNIT
Our Field Operations team is responsible for building, upgrading, maintaining, and connecting customers to our advanced, always on, hybrid coaxial-fiber (HFC) and fiber network.
VP, CONSTRUCTION COMPLIANCE
The role will support Charter’s compliance with agreements, laws, and regulations concerning pole attachments, easements, rights of way, and other plant access and attachment requirements, collectively referred to as “attachment agreements.” This position will also require a thorough knowledge of plant Architecture and Design, Reliability and Safety to ensure construction standards support company initiatives. The position will be instrumental in reducing the barriers to plant deployment, expansion, and maintenance.
- Responsible for the development and institution of Charter fiber and coaxial cable construction standards.
- Oversee the national construction database to track projects and provide reporting. Negotiate, maintain, and develop agreements for all construction contractor resources, including Master Service Agreements and Statements of Work.
- Standardize construction practices for each element of construction.
- Provide direction and leadership to regions in all activities associated with plant construction.
MAJOR RESPONSIBILITIES
- Actively and consistently supports all efforts to simplify and enhance the customer experience.
- Serve as primary subject matter expert and point-of-contact for recommended construction practices, including aerial and underground construction, fiber and coaxial cabling, splicing and termination, network powering, pole attachments and engineering, public and private access agreements and permitting.
- Work in concert with the Charter legal department, government affairs, and other industry bodies to maintain expert knowledge of pole attachment issues and trends.
- In partnership with the legal department and Regional Field Operations leaders, coordinate the assessment of pole attachment audits, disputes, litigation, or other matters affecting Charter’s agreements and cost structure.
- Develop, recommend, and oversee methods and procedures for all construction practices to support aerial and underground construction for residential, commercial, and MDU construction.
- Review and evaluate all contractors within or across regions and work with
- Procurement/Legal departments for national pricing and develop a pool of national contractors.
- Oversight of compliance with all FCC and FAA requirements and ensure completion of all required filings with the government agencies.
- Review selections on bids for complex contracted projects, and provide recommendations as necessary for MSA /SLA and maintenance fees; negotiate with suppliers to ensure Charter is positioned correctly.
- Provide all levels of construction direction to the Regional Field Operations and
- Engineering teams. Develop and work with the regions and MAs to document and ensure construction standards are met.
- Establish and direct consistent quality control programs.
- Identify construction opportunities, inspire change and initiate ideas.
- Perform other duties as requested.
WHAT YOU’LL BRING TO SPECTRUM
- Required Education: Bachelor's degree in engineering or related field OR equivalent work experience; SCTE/BCTE certification or equivalent
- Required Related Work Experience and Number of Years:
- Construction/engineering experience in cable or telecommunications - 12+; Business analysis, planning, and reporting experience – 8+; Contract agreement negotiation experience – 8+; Management/leadership experience - 10
- Ability to read, write, speak and understand English
- Advanced knowledge of construction practices
- Advanced knowledge of design and mapping systems
- Ability to communicate orally and in writing, in a clear and straightforward manner
- Ability to craft communications specific to either internal or external audiences on complex matters
- Ability to communicate with all levels of management and company personnel
